Basically, Steinberg released VST3 two years before VST2. VST3 has had a limited public release and has been in development for several years. In fact, we still haven’t caught up with all of the new feature and function that VST3 offers. VST2 came out before the three major operating systems, Windows, Mac and Linux, did, so it had more features. The features that VST3 offers simply did not exist as much or at all. Using VST3 while Windows XP or Mac OS X is available means your products run using VST3, not VST2. After all, Windows XP was released in 2001 and Mac OS X in 1999. So, if you want to use VST2 then you need the Windows or Mac OS versions.

Now, that’s all fixed in VST3. Actually, VST3 came out three or so years before the release of OS X version 10.5.5, so you can use VST3 for all of your applications. It is VST3.0 which is required to take advantage of all of the cool features it has. That is not to say you can only use VST3, but you have to use at least the 3.0 version. You simply cannot use the new VST3.1 features because they simply do not exist in VST2. You need to use VST3.0, and update your plugins every time you get a new version of Apple’s operating system to take advantage of its features. That is what makes keeping your current VST version for a while pretty smart. A professional working in the VST industry will not always be in a position to keep up with new development.

If you are a Mac user using the VST3 version, you can enjoy the newest features. That is a bit more of a dilemma for Windows users. Again, VST3.0 is the only version available for Windows XP and Vista (VST3.1 was added after Apple released OS X Lion). There is no way you can use VST3.1 without having the newest version of Windows, and that is not in your best interests because it will mean your plugins won’t be as robust as they can be. If you know you always need VST3.1 features, by all means, use it and enjoy!

so, in most cases, this means that if you want to convert a vst2 plugin to vst3, you have to start from scratch and write a whole new plugin. unless, you are a very experienced developer, this is very tricky to do, as you have to make sure that the plugin is compatible with both vst2 and vst3.
in addition to vst2 plugins, if you use certain effects, there is also a vst3 version of the plugin. for example, if you use a reverb effect in a plugin, you can find that there is a vst3 version of this reverb effect. you can see the difference, for example, between the vst2 and vst3 versions of the zoom reverb in the screenshot above. the vst2 version is on the left, and the vst3 version is on the right.
the best way to really understand what vst3 is and what it can do is to visit a local vst3 user group and try it for yourself. make sure to use the vst3-only versions of the plugins you use. you don’t want to find yourself without a synth when you need one.
