Possible to use a PowerShell Loop that begins when the pipeline is closed?

I have written a PowerShell script that iterates through a folder and iterates through a text file using the Get-Content cmdlet and loops through all of the lines in the text file and creates a.csv file with that information.
My question is, can this be done by using a loop that begins when the pipeline is closed or will it break?
