Only one provider of abortions in the United States — Planned Parenthood — has ever been sanctioned under federal law for selling fetal tissue. States have taken the lead in regulating the commercial marketplace, many of which have shut down fetal-tissue businesses. Yet, this has not stopped states such as Missouri, Ohio, and Wisconsin from continuing to supply fetal tissue for research, and Missouri , for example, enacted new laws in early May that are designed to protect the recipients of tissue.
In the present study, the United States have a potential ground-breaking FDA-approved fetal tissue research contract, through the NIH National Center for Advancing Translational Sciences. But only a handful of fetal tissue providers supply the tissue and provide reimbursement to NIH researchers. When researchers were polled in a survey, if they used fetal tissue, they did not reveal which specific provider they used. Forty-nine percent of respondents said they did not use any fetal tissue, and 21% said they used fetal tissue supplied by Advanced Bioscience Resources, a non-profit corporation in Alameda, California, which received US$8m in federal funding in 2014.
With 62.1% of Americans favored to receiving donor samples and donations through fetal tissue, the requirement to obtain consent from the recipients would increase significantly the cost of the services and would risk complications from additional surgery or tests or undue medical intervention. Almost one-third of Americans say they want to provide fetal tissue for research. Among them, 66% of women and 81% of men stated they would donate. Those who want to donate fetal tissue were significantly more likely to have been opposed to abortion in the past (25% vs. 18%) and were less likely to have ever participated in an abortion (69% vs. 81%).
The most recent round of grants includes funding to a number of previous winners of the adult stem-cell award, and several new projects. One of the $250,000 awards goes to Andrea Montini of the University of Chicago, who is investigating the use of retinal stem cells as a potential treatment for retinal problems like macular degeneration, which makes the central area of the retina permanently blind. An earlier group led by Linda C. Smith, now at the University of California, San Francisco, earned one of the first “adult-stem-cell” awards in 2008 and has been aiming to develop stem cells that produce gut tissue, as well as tissue that builds the heart and other parts of the body. The UC San Francisco group is now trying to move beyond this research in humans into the use of dogs and monkeys as models to develop new treatments for human diseases. The campaign’s other major prize went to the University of California, San Francisco group led by Shoukhrat Mitalipov, who received $125,000 to study induced pluripotent stem cells, or iPS cells, which are made from adult cells by “reprogramming” them into stem cells. There is still much debate over the use of embryonic stem cells in regenerative medicine, and Mitalipov’s work aims to determine whether iPS cells have similar abilities. The final group of 2018 winners, and one of only two from Washington State University, includes Will Dent of the university’s Institute of Toxicology, who received $100,000 to investigate the role of toxins in the development of Parkinson’s disease and other neurodegenerative diseases. A dozen other winners include North Carolinian William Green of Duke University, who is studying the evolution of bacteria in two tiny mammals living in the belly of a sea turtle; Michael Bohjanen, who will collaborate with Genome Insititute scientists to determine what is causing DNA damage in the blood of female cancer survivors; and Vivian S. Buhimschi, who is studying the genes that control the development of the cells of human hair follicles.
